32. Certain traffic issues requiring coordination
32.1. The following shall be agreed with the authorized units of the National Police:
a) placement of kiosks, pavilions, advertising media, mobile trading points in the right-of-way of highways or red lines of city streets and roads and their artificial structures, as well as in adjacent territories, buildings, structures - administrative premises of enterprises, institutions and organizations;
b) conditions and procedure for movement of columns consisting of more than five mechanical vehicles;
c) procedure for towing two or more vehicles;

Other issues of ensuring road safety provided for by legislative acts shall also be agreed with the National Police bodies.
32.2. The following shall be agreed with territorial bodies for the provision of service services of the Ministry of Internal Affairs:
a) technical requirements, design and installation on vehicles of special sound and light signal devices (except for installation of an orange beacon on large-sized and heavy vehicles, agricultural machinery with a width exceeding 2.6 m, on mechanical vehicles of the road maintenance service, on vehicles of special, specialized purpose and on vehicles with the identification sign "Children"), light indicators and identification signs of emergency service vehicles, as well as application of white stripes at an angle on the external side surfaces of vehicles;

b) conversion of vehicles.
Other issues provided for by legislative acts shall also be agreed with territorial bodies for the provision of service services of the Ministry of Internal Affairs.
32.3. It is prohibited, including in the conditions of specialized enterprises engaged in repair and maintenance of vehicles, to make changes to identification numbers and number plates of the body or chassis (frame), engine of the vehicle, as well as their destruction (transfer, fastening, restoration, etc.) without prior approval with territorial bodies for the provision of service services of the Ministry of Internal Affairs.
