21. Passenger transportation

21. PASSENGER TRANSPORTATION

21.1. It is permitted to carry passengers in a vehicle equipped with seating places in the number provided by the technical specification, so that they do not interfere with the driver's control of the vehicle and do not restrict visibility, in accordance with the transportation rules.

21.2. Drivers of route vehicles are prohibited from talking to passengers, eating, drinking, smoking during passenger transportation, as well as carrying passengers and cargo in the cab if it is separated from the passenger compartment.

21.3. Transportation by bus (minibus) of an organized group of children is carried out provided that mandatory instruction is conducted with children and accompanying persons on the rules of safe behavior during movement and actions in the event of emergency situations or a traffic accident. In this case, an identification sign "Children" must be installed in front and behind the bus (minibus) in accordance with the requirements of subparagraph "c" of paragraph 30.3 of these Rules.

The driver of a bus (minibus) carrying organized groups of children must have at least 5 years of driving experience and a driver's license of category "D".

On a vehicle with the identification sign "Children" during boarding (disembarkation) of passengers, orange flashing beacons and (or) hazard warning lights must be turned on.

21.4. The driver is prohibited from starting to move until the doors are fully closed and from opening them until the vehicle has stopped.

21.5. Transportation of passengers (up to 8 people, excluding the driver) in a truck adapted for this purpose is allowed to drivers who have more than three years of driving experience and a driver's license of category "C", and in the case of transportation exceeding the specified number (including passengers in the cab) - categories "C" and "D".

21.6. A truck used for passenger transportation must be equipped with seats secured in the body at a distance of at least 0.3 m from the upper edge of the side and 0.3-0.5 m from the floor. Seats located along the rear or side board must have strong backs.

21.7. The number of passengers carried in the body of a truck must not exceed the number of seats equipped for sitting.

21.8. Conscripts with a driver's license of category "C" are allowed to carry passengers in the body of a truck adapted for this purpose according to the number of seats equipped for sitting after undergoing special training and an internship for 6 months.

21.9. Before the trip, the driver of a truck must instruct passengers on their duties and rules of boarding, disembarkation, placement, and behavior in the body.

You can start moving only after making sure that conditions for safe passenger transportation have been created.

21.10. Riding in the body of a truck not equipped for passenger transportation is allowed only to persons accompanying cargo or following it, provided that they are provided with seating places located in accordance with the requirements of paragraph 21.6 of these Rules and safety regulations. The number of passengers in the body and cab must not exceed 8 people.

21.11. It is prohibited to carry:

a) passengers outside the cab of a vehicle (except for cases provided by these Rules of carrying passengers in the body of a truck with a side platform or in a van body intended for passenger transportation), in the body of a dump truck, tractor, other self-propelled machines, on a cargo trailer, semi-trailer, in a trailer-camper, in the body of a cargo motorcycle;

b) children whose height is less than 150 cm, in vehicles without the use of child restraint systems that allow securing the child with seat belts provided by the design of this vehicle; on the rear seat of a motorcycle and moped, except:

vehicles carrying out regular, regular special, and irregular passenger bus transportation, provided that the speed limits established by these Rules are observed;

specialized sanitary vehicles of emergency (ambulance) medical aid teams, operational vehicles of the Ministry of Defense, Ministry of Internal Affairs, National Police, State Emergency Service, State Border Guard Service, Security Service, State Guard Directorate when performing urgent official tasks;

c) children under 16 years of age in the body of any truck;

d) organized groups of children at night.

21.12. Child restraint systems must be used in vehicles equipped with seat belts or child restraint system connection systems provided by their design and must comply with the rules and regulations in force in Ukraine.

21.13. Child restraint systems are installed on seating places, except for the first row. In the case of transporting a child under three years of age in a passenger car on a seating place of the first row, it is allowed to install child restraint systems that are installed against the direction of movement with mandatory deactivation of the frontal airbag of this seating place (if present).

21.14. Child restraint systems are installed and used in accordance with the instructions of the manufacturers of these systems and vehicles.

21.15. The characteristics of the child restraint system must correspond to the weight and height of the child transported in it.

21.16. Children must be in child restraint systems in a fastened position.
