19. Use of external lighting devices
19.1. In the dark and in conditions of insufficient visibility, regardless of the degree of road lighting, as well as in tunnels, the following lighting devices must be turned on on a moving vehicle:
a) on all mechanical vehicles - low beam (high beam) headlights;
b) on mopeds (bicycles) and horse-drawn carts (sledges) - headlights or lanterns;
c) on trailers and vehicles being towed - clearance lights.

19.2. High beam should be switched to low beam at least 250 m before an oncoming vehicle, as well as when it may blind other drivers, including those moving in the same direction.
The light should also be switched at a greater distance if the driver of the oncoming vehicle indicates the need for this by periodically switching the headlights.
19.3. In case of deterioration of visibility in the direction of travel caused by the light of headlights of oncoming vehicles, the driver must reduce speed to one that does not exceed the safe speed under the conditions of actual visibility of the road in the direction of travel, and in case of blinding - stop without changing lane and turn on the hazard warning lights. Resumption of movement is allowed only after the negative consequences of blinding have passed.

19.4. During a stop on the road in the dark and in conditions of insufficient visibility, the vehicle must have clearance or parking lights on, and in case of a forced stop, additionally the hazard warning lights.
In conditions of insufficient visibility, it is allowed to additionally turn on low beam or fog lights and rear fog lights.
If the clearance lights are faulty, the vehicle should be removed from the road, and if this is not possible, it must be marked in accordance with the requirements of clauses 9.10 and 9.11 of these Rules.
19.5. Fog lights can be used in conditions of insufficient visibility both separately and together with low or high beam headlights, and in the dark on unlit sections of roads - only together with low or high beam headlights.
19.6. A searchlight and a spotlight can be used only by drivers of operational vehicles while performing official tasks, taking measures to avoid blinding other road users.
19.7. It is prohibited to connect rear fog lights to brake signals.
19.8. The road train sign, installed in accordance with the requirements of subclause "a" of clause 30.3 of these Rules, must be constantly on during movement, and in the dark or in conditions of insufficient visibility - also during a forced stop, stop or parking on the road.
19.9. The rear fog light is allowed to be used exclusively in conditions of insufficient visibility both in daylight and in the dark.
