16. Driving through intersections

16. PASSING THROUGH INTERSECTIONS

16.1. An intersection where the order of passage is determined by traffic light signals or a traffic controller is considered controlled. At such an intersection, priority signs do not apply.

In the event of a traffic light being switched off or operating in flashing yellow signal mode and the absence of a traffic controller, the intersection is considered uncontrolled, and drivers must be guided by the rules for passing through uncontrolled intersections and the relevant road signs installed at the intersection.

{Paragraph two of clause 16.1 as amended by Resolution of the CM No. 860 dated 15.11.2017}

16.2. At controlled and uncontrolled intersections, a driver turning right or left must yield to pedestrians crossing the roadway onto which they are turning, as well as to cyclists moving straight in the same direction.

16.3. If it is necessary to give priority to vehicles moving along the intersecting road, the driver must stop the vehicle before road marking 1.12 (stop line) or 1.13, or at the traffic light so as to see its signals, and if they are absent, before the edge of the intersecting roadway, without creating obstacles for pedestrian movement.

16.4. It is prohibited to enter any intersection, including when the traffic light signal permits movement, if a traffic jam has formed that will force the driver to stop at the intersection, thereby creating an obstacle for the movement of other vehicles and pedestrians.

Controlled intersections

16.5. When a traffic controller gives a signal or a traffic light signal permitting movement is turned on, the driver must yield to vehicles completing their passage through the intersection, as well as to pedestrians finishing their crossing.

16.6. When turning left or making a U-turn on a green signal of the main traffic light, the driver of a non-rail vehicle must yield to a tram traveling in the same direction, as well as to vehicles moving from the opposite direction straight or turning right.

Tram drivers must also be guided by this rule among themselves.

16.7. If the traffic controller's signal or the green traffic light signal allows simultaneous movement of a tram and non-rail vehicles, the tram is given priority regardless of its direction of movement.

16.8. A driver who has entered the intersection of roadways according to a traffic light signal permitting movement must proceed in the intended direction regardless of the traffic light signals at the exit. However, if at intersections before the traffic lights on the driver's path there is road marking 1.12 (stop line) or road sign 5.69, they must be guided by the signals of each traffic light.

{Clause 16.8 as amended by Resolution of the CM No. 1091 dated 29.09.2021}

16.9. When moving in the direction of the arrow lit in the additional section simultaneously with the yellow or red traffic light signal, the driver must yield to vehicles moving from other directions.

When moving in the direction of the green arrow on a plate installed at the level of the red traffic light signal with vertical signal arrangement, the driver must take the extreme right (left) lane and yield to vehicles and pedestrians moving from other directions.

{Clause 16.9 supplemented with a paragraph according to Resolution of the CM No. 124 dated 11.02.2009}

16.10. At an intersection where traffic is regulated by a traffic light with an additional section, a driver in a lane from which a turn is made must continue moving in the direction indicated by the arrow lit in the additional section, if stopping at the prohibiting traffic light signal would create obstacles for vehicles moving behind them in the same lane.

Uncontrolled intersections

16.11. At an intersection of unequal roads, the driver of a vehicle moving on a secondary road must yield to vehicles approaching this intersection of roadways on the main road, regardless of the direction of their further movement.

16.12. At an intersection of equal roads, the driver of a non-rail vehicle must yield to vehicles approaching from the right, except for intersections where circular traffic is organized.

{Paragraph one of clause 16.12 as amended by Resolution of the CM No. 860 dated 15.11.2017}

Tram drivers must also be guided by this rule among themselves.

At any uncontrolled intersection, a tram, regardless of the direction of its further movement, has priority over non-rail vehicles approaching it on an equal road, except for intersections where circular traffic is organized.

{Paragraph three of clause 16.12 as amended by Resolution of the CM No. 860 dated 15.11.2017}

Priority in movement at uncontrolled intersections where circular traffic is organized and which are marked with road sign 4.10 is given to vehicles already moving in the circle.

{Clause 16.12 supplemented with a paragraph according to Resolution of the CM No. 860 dated 15.11.2017}

16.13. Before turning left and making a U-turn, the driver of a non-rail vehicle must yield to a tram traveling in the same direction, as well as to vehicles moving on an equal road from the opposite direction straight or to the right.

Tram drivers must also be guided by this rule among themselves.

16.14. If the main road changes direction at an intersection, drivers of vehicles moving on it must be guided among themselves by the rules for passing through intersections of equal roads.

Drivers moving on secondary roads must also be guided by this rule among themselves.

16.15. If it is impossible to determine the presence of pavement on the road (dark time of day, dirt, snow, etc.), and priority signs are absent, the driver must consider themselves to be on a secondary road.
