15. Stopping and parking
15.1. Stopping and parking of vehicles on the road must be carried out in specially designated places or on the roadside.
15.2. In the absence of specially designated places or a roadside, or when stopping or parking there is impossible, they are permitted at the right edge of the carriageway (as far to the right as possible, so as not to interfere with other road users).
15.3. In populated areas, stopping and parking of vehicles are permitted on the left side of the road that has one lane for traffic in each direction (without tram tracks in the middle) and is not divided by marking 1.1, as well as on the left side of a one-way road.
If the road has a boulevard or a dividing strip, stopping and parking of vehicles near them is prohibited.
15.4. Vehicles are not allowed to be placed on the carriageway in two or more rows. Bicycles, mopeds, and motorcycles without a sidecar are allowed to be placed on the carriageway in no more than two rows.
15.5. Placing vehicles at an angle to the edge of the carriageway is permitted in places where this will not interfere with the movement of other vehicles.
Near sidewalks or other places with pedestrian traffic, placing vehicles at an angle is permitted only with the front part, and on inclines - only with the rear part.
15.6. Parking of all vehicles in places marked by road signs 5.42.1, 5.42.2, 5.43, installed with plate 7.6.1, is permitted on the carriageway along the sidewalk, and installed with one of the plates 7.6.2-7.6.6 - for passenger cars and motorcycles only as shown on the plate.
{Clause 15.6 as amended by Resolution of the CM No. 1091 dated 29.09.2021}
15.7. On descents and ascents, where the method of placement is not regulated by traffic control means, vehicles must be placed at an angle to the edge of the carriageway so as not to create obstacles for other road users and to exclude the possibility of spontaneous movement of these vehicles.
On such sections, it is allowed to place the vehicle along the edge of the carriageway, turning the steered wheels in such a way as to exclude the possibility of spontaneous movement of the vehicle.
15.8. On a tram track of the same direction, located on the left at the same level as the carriageway for the movement of trackless vehicles, stopping is allowed only to comply with the requirements of these Rules, and on those located at the right edge of the carriageway - only for boarding (alighting) of passengers or to comply with the requirements of these Rules.
In these cases, no obstacles should be created for the movement of trams.
15.9. Stopping is prohibited:
a) at railway crossings;
b) on tram tracks (except for cases specified in clause 15.8 of these Rules);
c) on overpasses, bridges, viaducts, and under them, as well as in tunnels;
d) at pedestrian crossings and closer than 10 m from them on both sides, except for cases of giving priority in traffic;
e) at intersections and closer than 10 m from the edge of the intersecting carriageway in the absence of a pedestrian crossing there, except for stopping to give priority in traffic and stopping opposite a side passage at T-shaped intersections where there is a solid marking line or a dividing strip;
f) in places where the distance between the solid marking line, dividing strip, or the opposite edge of the carriageway and the stopped vehicle is less than 3 m;
g) closer than 30 m from boarding areas for stopping route vehicles, and when they are absent - closer than 30 m from the road sign of such a stop on both sides;
h) closer than 10 m from the designated place of road works and in the zone of their execution, where this will create obstacles for working technological vehicles;
i) in places where oncoming passing or bypassing the stopped vehicle will be impossible;
j) in places where the vehicle hides traffic light signals or road signs from other drivers;
k) closer than 10 m from exits from adjacent territories and directly at the exit point.
15.10. Parking is prohibited:
a) in places where stopping is prohibited;
b) on sidewalks (except for places marked by appropriate road signs installed with plates);
c) on sidewalks, except for passenger cars and motorcycles, which may be placed at the edge of sidewalks where at least 2 m remains for pedestrian traffic;
d) closer than 50 m from railway crossings;
e) outside populated areas in the zone of dangerous turns and convex breaks of the longitudinal profile of the road with visibility or view less than 100 m in at least one direction of movement;
f) in places where the parked vehicle will make the movement of other vehicles impossible or create an obstacle for pedestrian traffic;
g) closer than 5 m from container sites and/or containers for collecting household waste, the location or arrangement of which meets the requirements of legislation;
{Clause 15.10 supplemented with subclause "g" according to Resolution of the CM No. 435 dated 20.04.2011}

{Clause 15.10 supplemented with subclause "h" according to Resolution of the CM No. 111 dated 11.02.2013}
15.11. In the dark and in conditions of insufficient visibility, parking outside populated areas is permitted only on parking areas or outside the road.
15.12. The driver must not leave the vehicle without taking all measures to prevent its spontaneous movement, penetration into it, and/or illegal possession of it.
15.13. It is prohibited to open the doors of a vehicle, leave them open, and exit the vehicle if this threatens safety and creates obstacles for other road users.
15.14. In the event of a forced stop in a place where stopping is prohibited, the driver must take all measures to remove the vehicle, and if it is impossible to do so - act according to the requirements of clauses 9.9-9.11 of these Rules.
15.15. On the carriageway, it is prohibited to install objects that impede the passage or parking of vehicles, except in cases of:
processing a traffic accident;
performing road works or works related to the occupation of the carriageway;
restricting or prohibiting the movement of vehicles and pedestrians in cases provided for by legislation.
