12. Speed of movement

12. SPEED LIMITS

12.1. When choosing a safe speed within the established limits, the driver must take into account the road conditions, as well as the characteristics of the cargo being transported and the condition of the vehicle, in order to be able to constantly control its movement and drive it safely.

12.2. At night and in conditions of insufficient visibility, the speed must be such that the driver is able to stop the vehicle within the visibility range of the road.

12.3. In the event of a danger to traffic or an obstacle that the driver is objectively able to detect, he must immediately take measures to reduce speed, up to stopping the vehicle or safely avoiding the obstacle for other road users.

12.4. In populated areas, vehicles are allowed to move at a speed of no more than 50 km/h.

12.5. In residential and pedestrian zones, the speed must not exceed 20 km/h.

12.6. Outside populated areas on all roads and on roads passing through populated areas marked with sign 5.51, movement is allowed at a speed of:

a) buses (minibuses) carrying organized groups of children, passenger cars with trailers and motorcycles - no more than 80 km/h.;

b) vehicles driven by drivers with less than 2 years of experience - no more than 70 km/h;

c) trucks carrying people in the body and mopeds - no more than 60 km/h;

d) buses (except minibuses) - no more than 90 km/h;

e) other vehicles: on a road marked with road sign 5.1 - no more than 130 km/h., on a road with separate carriageways separated by a dividing strip - no more than 110 km/h., on other roads - no more than 90 km/h.

12.7. When towing, the speed must not exceed 50 km/h.

12.8. On road sections where road conditions allow driving at a higher speed, by decision of road owners or bodies authorized to maintain such roads, agreed with the authorized unit of the National Police, the permitted speed may be increased by installing appropriate road signs.

12.9. The driver is prohibited from:

a) exceeding the maximum speed determined by the technical characteristics of this vehicle;

b) exceeding the maximum speed specified in clauses 12.4-12.7, on a road section where road signs 3.29, 3.31 are installed, or on a vehicle with an identification sign installed in accordance with subparagraph "i" of clause 30.3 of these Rules;

c) obstructing other vehicles by moving unnecessarily at too low a speed;

d) braking sharply (except when it is impossible to prevent a traffic accident without it).

12.10. Additional restrictions on the permitted speed may be introduced temporarily and permanently.

In this case, along with speed limit signs 3.29 and/or 3.31, appropriate road signs warning about the nature of the danger and/or approaching the corresponding object must be additionally installed.

If speed limit signs 3.29 and/or 3.31 are installed in violation of the requirements for their introduction established by these Rules or in violation of national standards, or left after the elimination of the circumstances under which they were installed, the driver cannot be held liable under the law for exceeding the established speed limits.

12.10-1. Restrictions on the permitted speed (road signs 3.29 and/or 3.31 on a yellow background) are introduced temporarily exclusively:

a) in places of road works;

b) in places of mass or special events;

c) in cases related to natural (weather) phenomena.

12.10-2. Restrictions on the permitted speed are introduced permanently exclusively:

a) on dangerous sections of roads and streets (dangerous turns, sections with limited visibility, places of road narrowing, etc.);

b) in places of ground uncontrolled pedestrian crossings;

c) in places of location of patrol police road stations;

d) on sections of roads (streets) adjacent to the territory of preschool and general educational institutions, children's health camps.
