This armored vehicle was developed through the joint efforts of Ukroboronprom and the Canadian company STREIT Group. The vehicle's combat module is equipped with a rotation mechanism that significantly improves the process of aiming and target tracking. The Ukrainian combat module Sarmat is installed on the 6x6 wheeled armored personnel carrier.

Meanwhile, the National Security and Defense Council of Ukraine announced its intention to purchase up to a thousand new domestically produced armored personnel carriers (APCs). The armed forces will conduct comparative tests of the BTR-3E1 and BTR-4E (Bucephalus) to select the best one for use in the anti-terrorist operation zone.
